(Duluth, MN) -- A citizens group says state gas-tax dollars are being wrongly diverted to ATV and snowmobile trails, and has launched a public education campaign to pressure lawmakers to change it. Jeff Brown with Duluth-based Minnesotans for Responsible Recreation says if snowmobilers and ATVers want to play in the state's right-of-ways, they should pay -- rather than tapping 18-and-a-half-million dollars a year in gas tax funds. Senate Tax Committee Chairman, Cook Democrat Tom Bakk [[ BOCK ]] says the Constitution states that taxes on fuel used on public roads have to go into the Highway Trust Fund, but that's not the case for vehicles on the water or trails. Bakk contends ATVers' and snowmobilers' gas-tax dollars have built an "incredible trail system" and paid for a lot of enforcement.
