(Undated)  --  Minnesota's newest state park is beginning to take shape, even though it won't be completed for several years.  Park officials say Vermilion State Park will unfold in stages rather than one grand opening.  Some features are already available to the public.  Project manager Erika Rivers says boaters can use the day-access area now and crews are clearing a two-and-a-half-mile hiking trail.  The new park covers 40-thousand acres of prime woodland and ten miles of shoreline in northeastern Minnesota.
