Minnesota And Wisconsin Tuition and Tax Reciprocity Issues

UNDATYED  (MNN) - The college tuition reciprocity agreement between Minnesota and Wisconsin is tilting in Minnesota's favor -- at least in the last reporting period.  The latest available figures from the 2009 school year show Wisconsin paid 13-million-dollars to Minnesota so students from Wisconsin could pay in-state tuition at Minnesota schools.  The same deal applies to Minnesota students who attend college in Wisconsin.  According to the Minnesota Office of Higher Education, Minnesota did not owe Wisconsin anything while the Badger State made its largest payment to Minnesota since at least 1975.  A big part of the reason:  Minnesota colleges tend to be more expensive than those across the border.
Meanwhile, another reciprocity issue between the two states remains unresolved.  Bills have been introduced in both legislatures to re-open negotiations on allowing those who work in one state and live in the other to file just one tax return.  Tax reciprocity was canceled by former Governor Pawlenty because Wisconsin still owed Minnesota money under the deal.
