MADISON, Wis. (WRN) - A Dane County judge has stuck down Governor Scott Walker's bill that restricts public employee collective bargaining rights.  Judge Maryann Sumi ruled that Republican lawmakers in Wisconsin violated open meeting laws when they scheduled a conference committee meeting to advance a stripped down version of the bill with less than two hours notice.  The March 9th meeting was designed to push through a non fiscal version of the bill without Senate Democrats who were out of the state at that time.  The judge had previously issued a temporary injunction against enacting the bill but this latest ruling voids the bill entirely.  The State Supreme Court is expected to hear arguments next week over whether it should take up the legal challenges regarding the bill.  Republicans could also try passing the bill again or include it in the biennial state budget.
