ST. PAUL, Min (KDAL) - Governor Dayton and GOP leaders in the Minnesota Legislature have still not agreed on a compromise to balance the state budget.  If no agreements are reached by the  deadline of June 30th, the end of the current fiscal year, non-essential parts of the state government could shut down.  The major sticking point in the discussions is the governor's plan to increase taxes on the upper two percent of wage earners while the Republicans want to balance the budget by cutting spending and programs.
