UNDATED (KDAL) - According to the latest Manpower Survey, 17 percent of Duluth area employers plan to increase staffing levels in the first quarter of 2013.  That is better than other regional centers in Minnesota.  15 percent of employers in Rochester plan to add staff but less than 12 percent of St. Cloud businesses are looking to add employees in the next quarter.
