ST. PAUL, MN (KDAL) - In his State of the State address Wednesday night, Minnesota Governor Mark Dayton says the state is in much better shape than it was a year ago.  Dayton says the state turned a budget deficit into a surplus and cut unemployment by 3 percent.  The DFL governor also asked legislators to pass a Viking stadium bill this session and criticized Republicans for rejecting an income tax increase on wealthiest residents, predicting that will be an issue in this fall's elections.
