(KDAL) - The National Weather Service has issued their outlook for the upcoming winter months.  It calls for close to normal temperatures but below normal precipitation.  The drier than normal forecast extends for most of Minnesota and will not help the continuing drought situation across the southern half of the state.  The expectation of less snow than normal is due in part to an undeveloped El Nino pattern in the Pacific.
