Duluth, MN (KDAL) - The Duluth City Council last night voted to accept two point four million dollars of State flood disaster relief funds and use the money to buy out ten homeowners not in the city's floodplain, but had their properties damaged by the flooding last summer.
City Councilor Jay Fosle, who represents the area along the St. Louis River, said his constituents were in favor of the buy outs.
