Duluth, MN (KDAL) - The Duluth City Council met last night and approved an orderly annexation of Midway Township.  The City already owns twenty percent of the land in the township but wants more control over its development.  Proctor failed to take a chunk of the township earlier when a big box retailer was interested in the land along I-35 coming into Duluth.
