DULUTH, MN (KDAL) - A popular summer youth camp will be under new management after a vote Tuesday by the St. Louis County Board.  Camp Esquagama in Biwabik will soon be under the management of the Arrowhead Center of Virginia after a long term contract is negotiated.  The summer camp was originally held in trust by the County on behalf of residents and 4-H participants, but is now owned by the County.  As part of the proposal, Arrowhead Center hopes to expand programming into year-round opportunties at the camp.  A proposal by the Duluth Area YMCA was also considered by the board.
